Introduction The Federation Square project commenced in 1998 under the Victorian Government led by Jeff Kennett. The project would take six years to complete, involve over 5000 people, cost approximately $467m and would eventually receive a significant amount of public condemnation (Crawford, 2009). The following report will analyze the sequence of events as portrayed in the ABC documentary, “Inside the Square”, against the knowledge areas of the Project Management Institutes (PMIs) Project Management Body of Knowledge (PMBOK). The marketing department required a fixed date with sufficient lead time to arrange public events, catering, advertising etc. The architects preferred a dynamic schedule in order to protect the quality of the project in the event that technical difficulties in the construction phase arose. The Project Manager made a decision to announce the date and in doing so attempted to consolidate and unify the requirements of all stakeholders involved. Whilst the project manager may have used various techniques such as the quality, cost, time triangle to make a decision PAGE 2 (Atkinson, 1999), the application of integration management techniques had to be applied to make the decision outcome effective. Project Risk Management The Federation Square project seems to have progressed with at least two areas of high risk that thorough risk management techniques would have identified: the tender award to inexperienced architects and the pursuit of a highly complex design with a compressed schedule (centenary of federation). The “Inside the Square” documentary indicated that mitigation strategies for these two risks had not been identified. Had the risk levels and mitigation strategies been identified, socialized monitored and controlled; the risk levels to project outcomes would have been reduced. *This was a build/design project. The idea of making design decisions after construction was underway is an recipe for catastrophe in a project of this magnitude. The city's insistence that this be held to a tight schedule yet allowing multiple design changes was unfortunate. There were too many players, lots of pressure, and the whole project was run by committee with differing agendas. Well I guess this whole week was under pressure and busy, papers need to sign was also given, Photocopy now and then was made. As much as possible we maintained to submit the project before the deadline because we knew these projects need to submit on time.
Projects that have insufficient recourses from the beginning will cause stress among the construction professionals. This may create a better working environment, as it will allow employees to have an adequate workload as well as a suitable amount of work responsibilities. Besides this, there is a need to clarify what is expected from each employee in his or her position. Job instructions and goals must be explicit for professionals, in order to minimize unhealthy distress and increase efficiency.

This means to trim down the risk by intriguing levelheaded actions. With the mitigation response, I would search to lessen the impact, and probability in recruiting skilled workers.

As a result, the department of Facilities Management at Broward County is concerned with designing, planning, construction and remodeling or renovation, as well as maintenance of all facilities of the county. In order to execute its responsibilities effectively, the department consists of three main teams which are concerned with carrying out different roles. The project will consist of three teams that will oversee its planning design as well as implementation including: the Planning and Capital Budgets Team; the Design and Construction Team; and the Facilities Maintenance Team.
