Narrative- On 25Feb17 I, Deputy Halbasch, received a tasking from Sheriff Aukes regarding this investigation & the status of any possible criminal charges. Sheriff Aukes requested Kian, Ross, & Noah be interviewed about the altercation for more information. At 0922 hrs. I made contact with Faith Abram, & requested permission to speak with Noah about the altercation as he was/is a juvenile. Noah stated he remembered what occurred & stated he believed Kian was ‘talking smack’ about Ross & they all started pushing each other. Shortly after that, Ross either kicked or used his knee’s to hit Kian in the stomach or groin. Noah denied stepping on the back of Kian’s shoes as they were in the hallway. At 0927 hrs. Ross stated he remembered what occurred on 1Feb17 and informed me he, Kian, & Noah were all walking in the hallway & they started pushing on each other. When Ross pushed Kian back, Ross stated Kian grabbed onto his shirt, pushed him against the wall, and stated ‘you want to get involved.’ Ross informed me it was when he kneed Kian in the lower stomach with his right knee as they were separated up the staff. Bobbie then informed me she was concerned for Ross as he has been getting bullied at the school & that he suffers from being bi-polar & has sleeping issues. Bobbie provided me family history & informed me Ross’s father is in prison for murder and since then, Ross has been a target for students which Bobbie believes, is the starting point for the bully issues. Bobbie understood that Ross could have assault charges filed against him for the assault. On 27Feb17 at 1208 hrs. I made contact with Nicole & received permission to speak with Kian at school. At 1224 hrs. I spoke with Kian in the Principles office. Kian stated the boys were all pushing & shoving on each other right before Ross came up to Kian, pushed him against the wall, and kneed him in the groin. “Brian Clark was instigating Patrick Raymond to fight him. About 5 minutes later, Brian told Patrick that he was using his phone to record Patrick on live Facebook. Patrick asked Brian to prove to him that he was recording him by showing him his phone and when Brian put his phone to Patrick’s face Patrick grabbed the phone to turn it off. Brian had earphones in his ear connected to his phone when Patrick grabbed it, causing him to fall out of his seat. Brian then stood up, walked up to Patrick and punched him in the face. Brian then began to choke Patrick before slamming him to the ground. As Patrick was on the ground covering his head, he received numerous punches to his face, ear, and also a kick to his upper chest before another student stepped in to break up the altercation. During the statement, I presented James with the 6 photos of the male party’s & she identified Archie as photo number 3 in the lineup. James stated he knew without a doubt that Archie was pictured in photo #3. I then cleared from the Jail. A copy of this report will be forwarded to the Hubbard Co. I advised both Ateka Arvie (mother of juvenile #1) and juvenile #1 of his Rights, per Miranda Waiver of Rights Form, which Arvie and juvenile #1 stated they understood and signed. When asked what happened on the bus, juvenile #1 stated he was sitting in the front seat; when Juvenile # 2 approached him and hit him; juvenile #1 stated he and juvenile #2 began fighting. The father of juvenile #2, Donald Weston, arrived at the Ville Platte Police Department, where he and juvenile #2 was both advised of juvenile #2 Rights, per Miranda Rights, which they both stated they understood; however, juvenile #2 refused to answer any questions without a lawyer present. Arvie, Juvenile #1, Weston, and Juvenile #2, all advised of the court date on November 21, 2017 at 10:00am, which the juveniles have to attend. Juvenile #1 and Juvenile #2, were both charged with Disturbing the Peace by Fighting. Both juveniles were released into the care of their parents. Rodriguez to tell me what is going on with her son. She informed me that he is being bullied by other students in his class and nothing is being done about it. I then turn to Andrew and ask him to explain to me what’s going on. He told me that when they’re in the gym and it’s time to pick a team member that he’s never gotten picked by the other students. He further advised that today while in the restroom today that he accidentally wet his pants while using the urinal and three of his classmates laughed at him. I then asked if he told his teacher(s) about the incident and he said, no. I asked him if he has told any adult inside the building about his situation and he said, no. My daughter Ahneya Barrett had an unfortunately altercation with another student and Mr. Alexander at Western Branch High school use unreasonable force with my daughter; moreover Mr. Alexander made the statement to my daughter, “That’s what you get” as she slid into the wall. Jamie Nabozny was a victim of bullying all throughout middle and high school. He was physically and verbally abused on many occasions due to his sexual orientation/identifying as gay. Jamie felt trapped and hopeless after being relentlessly bullied day after day. During one of these incidents, students repeatedly kicked Jamie in the library and by doing so (transition), left him aggrieved, bruised and bleeding (sensory details) with little to no self-esteem. When he was found, he had several broken bones which required surgery to repair. Due to this incident and countless others, Nabozny’s parents decided to address the school board regarding the issue. Witness, Cody Inegrigtsen, was driving in the area of 125th PL SE and SE 318th Way, when he noticed a young male, James Richardson, assaulting a young female, Kayla Buss. Cody noted that he saw James grab Kayla by the hair and back of her shirt and strike her several times in the head and face. Cody then saw Kayla attempted to walk away from James, but noted that James again grabbed Kayla by her hair and back of her jacket and strike her several more times in head and face area. Kayla and James were contacted a few blocks from the orignal incident. It was noticed by police that Kayla and a swollen lower lip and it was observed that she had several small cuts also on her lower lip. Both Kayla, who is 15 years old , and James, who is 16 years
Ms. Stafford stated on the above listed incident date, she received a telephone call from the Estill Middle School nurse advised her, the juvenile was assaulted by another student. Ms. Stafford stated she responded to Estill Middle School when she observed the juvenile with minor head injuries. She advised she signed the student out of school and took him to Hampton Regional Medical Center to receive further treatment. Ms. Stafford advised she’s worry about the incident with the juvenile being assaulted because this isn’t the first time this incident has occurred.
MSTT met with Jamiles to assess how the school is going. Jamiles expressed to MSTT things at school are going well and that she has not been assaulted by her sister. Last week, Jamiles sister stated she going to assault her due to an incident which happened during their visit with Bio dad. Jamiles stated she spoke to her CYS caseworker about switching schools because she attends school with the fear of her sister coming up behind her and hitting her. CYS caseworker reaches out to MSTT and MSTT explained to the caseworker Jamiles concerns seem valid. CYS worker explained to MSTT she will start the process of looking into changing Jamiles school because of her safety. MSTT will follow up with CYS worker with the process of changing Jamiles school.
Reporter stated the following: I did a forensic interview with him (Jeffery) on today. He did not say when these incidents happened. He witnessed 15 year old boy (Corey) make a 16 year old girl (Arrianna Unknown) "touch down there and put her head down there with her mouth". This morning he witnessed Lane touch Amaria on her breasts on the top of her clothes. He said the staff knows about both incident but he did not say where they were. Ms. Anthony knows about it too. They call Ms. Anthony Ms. A. He said all of the kids get in fights. He said staff will try to break up the fights. He said his throat is still hurting because he was hit by an unknown child.
At approximately 9:57 PM while supervising the Collings House students and Haddon House peer, student Jonathan Rojas was smacked in the back of the head by another peer witch lead to a physical altercation (Rojas punching another peer in the eye). Mr. Ricks Immediately separated the two students and instructed Rojas to go to the Haddon House for some time away. Student Rojas complied with staff directives. Mr. Ricks then call Mr. Taylor who was driving back form court for staff support. Immediately after contacting Mr. Taylor the other peer became agitated and belligerent and fled the Collings House headed toward the Haddon House. Mr. Ricks exited the Collings House and entered the Haddon House where he observed the peer destroying property.
On 18Jun16 at 1506 hrs. I, Deputy Halbasch, was dispatched to 16683 Co Rd 18 for an ATV accident with injuries.
I’ll tell you what we will prove. We will prove that Andrew Madison was hanging around at the school building after school hours on wednesday, November 27, 2002 at about 3:30 PM with Jamie Lincoln. While Officer Bates and Major were patrolling the area, Officer Bates then spotted the boys, Andrew and Jamie then approach them asking if they were students in the school and if they can see identification proving if they attended the school. When the boys Andrew and Jamie didn’t respond, Officer Bates told them that they are violating district law on disorderly conduct and asked them to leave. As Officer Bates tells them to leave the school premises Andrew slowly reached into his pocket, soon to be a pocket knife. Officer than took action trying to take it away. While trying, Andrew than refuses and cut both him and Officer Bates with the knife. Do to the fact that Andrew assaulted the Officer in violation. He is now charged with assaulting an officer in violation of DJ Code 32-9, assault and battery in violation of DJ Code 32-8, and disorderly conduct in violation of DJ Code 41-1231.
Cathy reported that Mrs. Proctor was in the classroom across from his teacher (last year) and the child’s behavior was inappropriate (kicking, screaming, and rolling on the floor). The reporter (Kim) said he would get in trouble a lot, and he is not easily redirected. The child behavior just continues to escalade and he has been placed on a behavioral intervention plan. The reporter (Cathy) said, last year, the parents were notified about the child’s behavior. Kim said the school is in communication with the parents, and they are in the process of creating him a new plan. On Wednesday (09/16/2015), the child pulled his shirt down (from his neck) and told Kim “look at my boo boo”. There was a “little red scab abrasion” (smaller than a penny/not bleeding) on his shoulder. The child told Kim “it happened at my dad’s”. The reporter said when the child told her about it, she said “oh I’m sorry, I hope it feels better”. The reporter said she didn’t known about the face book incident, and they are suspecting potential abuse. The reporter last saw the victim on today
REPORTER: The reporter/Counselor (Kimberly) and Administrator (Fanesha) called with concerns for the victim, Rodrique. According to the reporters, on Monday (8/17/2015) an incident occurred on the school bus. The reporter spoke with the victim at 1:04pm on yesterday (8/18/2015), and he said the bus driver (unknown) pushed on breaks and a trashcan moved and hit another student. The bus driver thought the victim threw the trashcan. When the bus driver got to the victim's stop, he told Mark (Sister's boyfriend) the victim threw the trash can. Around 5:00pm, the boyfriend began to yell at the child and he went and sat on the porch to do his homework. Mark told the victim to get out of the home, and he threw his backpack into a ditch, while it was raining outside.
