The “get tough approach” to crime control has been prevalent since the 1960s. This approach takes the stance to a more firm and no tolerance policy against crime, hence the term “tough” in the actual title. “"Tough" crime control normally denotes more emphasis on police resources, faster apprehension of criminals, quick trials, and more severe sentences for guilty offenders” (Skoler 1971:29). The “get tough approach” emphasizes the need to arrest and punish criminals over rehabilitation and addressing the social factors that underlie criminal behavior (Barkan and Bryjak 2011). Deterrence of other criminals through severe punishments is the primary focus. The “get tough approach” of criminal justice institutions has been under scrutiny due to the outcomes that we will discuss further on. The purpose of this paper is to simply present the pros and cons that have resulted from the “get tough approach” on crime. The paper will try and remain completely unbiased to the “get tough approach” and solely focus on results that have come from said approach. We will begin by discussing the background and history of the “get tough approach” and what led to its development. The Community Policing era has been one of the contemporary police activities in the last 30 years. It is more of a decentralized approach to reducing crime by involving the same officer in the same community on a long term basis, so residents will develop trust and then provide information and assistance to the officer. This essay will discuss the strengths and weaknesses of sociological explanations of crimes with links to Durkheim’s anomie theory, Merton’s strain theory and the Labelling theory which will draw upon different academics that will highlight these specific areas of research. In sociological terms, crime is a social concept as it does not exist as an autonomous entity, but it is socially constructed by people. It can be analysed that sociological explanations of crime attribute deviance to various aspects of the social environment. For example, crime is strongly related to modern city life where this type of social environment creates cultural enclaves which results in producing criminal or deviant behaviour (Carrabine et al, 2014).

Community policing has evolved to be the most used strategy for policing. “It is an approach to crime detection and prevention that provides police officers and supervisors with new tools for addressing recurrent problems that plague communities and consume a majority of police agency time and resources” (Peak, 2012, 65). It has been defined by various people differently. But all the definitions have similar principles (Chappell, 2009). They focus on proactive problem solving and create relationships with the community to address any issue that may arise. Community policing is a combination of client-oriented and problem-oriented policing.

The term “problem solving” in this context implies more than just simply eliminating and preventing crime. It is a concept that assumes that crime can be reduced in an area by studying the characteristics of the problems in that area and then applying the appropriate resources. The theory behind the concept is that underlying conditions create problems, and problems created by these conditions may cause incidents. These incidents will continue as long as the problem that creates them exists. Determining the underlying causes of crime depends, in great part, on an indepth knowledge of community. Thus community partnership will be of great assistance in the problem solving process. Cooperative problem solving also builds trust, and facilitates the exchange of information, and also leads to identifying other areas that can benefit from the mutual attention of the police and community (Gaffigan, 1994).

Although many may find community policing and problem-oriented policing to fall in the same category, there is (surprisingly) a difference between the two. For one, community policing has many definitions. For some, it means instituting foot and bicycle patrols and doing acts pertaining to the ideal bond between police officers and their community. While for others it means maintaining order and cleaning up neighborhoods in desperate need of repair (Dunham & Alpert, 2005). Governments from bottom to top in our nation have poured over the issue with mixed results for as long as there has been a nation. Until very recently deterrence was completely based on fear of punishment. In the era going into the new millennium, most experts and theorists have given up all hope in trying to pinpoint one single aspect that causes crime. Many experts believe some people are natural born criminals who are born with criminal mindsets, and this is unchangeable. However, criminals are not a product of heredity.
