Within the field of human services there are so many details that cannot be overlooked, there are many variables that should not be ignored. There are also expectations from stakeholders that most definitely must be entertained by all participants and staff that are involved with the program. Typically all human service programs depend on a source or sources of funding to provide services to countless individuals within a community. So many variables are present and necessary to ensure that the program will be able to function correctly and efficiently. The stakeholders are a major contributor as well as a part on how the program will proceed. Stakeholders are not just groups; they can be a person, staff member, group, community or an organization that has impact on the operations of an agency or a human resources program. During an evaluation process they can be involved to examine the data collected. Then this can in turn assist the stakeholder to come up with ideas, this would then influence board members as to how the agency or the program should change to ensure that it will reach its objectives and goals as well as to follow its mission. Domestic violence is prominent in a homosexual relationship, if not more so than in a heterosexual relationship (White & Goldberg, 2006). Domestic violence is also associated with intimate partner violence (IPV) (Dunne, 2014). Statistically, domestic violence rates are higher than heterosexual domestic violence with IPV (Fox, 2010). Since funding is limited, not all agencies has the resources to hire internal and external evaluators (Yuen & Terao, 2002, Chapter 8). Therefore, funding institutes may provide the necessary resources. As stated earlier, PEACE’s mission is to reduce victim trauma, empowering the survivors, and lastly providing direct services. The biggest part of the program is to reduce the number of sexual assaults, as well as of any domestic violence. The program through PEACE intends to achieve this by informing the community in the city of Portland about domestic violence victims and survivors. As far as the program, those in charge are focused on societal norms. PEACE looks to address the problems that are faced by the youth, spouses, and violence acted upon children in Portland. The PEACE Domestic Violence Agency will always keep the well-being of the victims as the first priority: young men, women, and children whose lives have been affected by domestic violence. This will be possible as long as funding is available. Funding is necessary when trying to raise awareness through educational program such as providing young people who are or have been involved with the criminal justice system with a rehabilitation program designed to obtain the skills, confidence, and personal support networks to enable them to lead fulfilled and successful lives. This is what is needed in order to reduce re-occurring domestic violence crimes. Through a rehabilitation

Domestic violence is a single act or a pattern of cruel acts in any relationship that a partner uses to get or keep power and control over another partner. The violence can be sexual, physical, economic, emotional, or psychological actions or threats of actions that impacts another person. Any actions that manipulate, intimidate, isolate, humiliate, terrorize, frighten, threaten, coerce, hurt, blame, wound, or injure someone can be domestic violence (The United States Department of Justice).
Furthermore, in past years, there were rules that permitted a husband to beat his wife, “As long as the instrument he used had a circumference that was smaller than the circumference of his thumb.” (Davies, 2008 pg. 134). Back in the day, the killing of a wife was not seen as a crime. In many areas, if a man or woman discovered infidelity, and killed their spouses in result, was viewed as acceptable. Intimate partner violence is treated differently from state to state. The criminal justice system overall has made improvements when dealing with intimate partner violence over the last 15 years. Many states have implemented laws dealing with domestic abuse, which include: anti-stalking laws in every state, and spousal exemption laws in rape cases. Additionally, every law enforcement personnel have to make an arrest without a warrant for domestic violence cases and penalties are being enforced in violation of court orders.
Currently in the United States, every one-in-three women and one-in-four men are abused physically by their chosen partner in their lifetime. It is estimated that twenty people per minute are physically affected by their partner; therefore, there are around ten million people every year battered by their partners (“Statistics” National Coalition Against Domestic Violence). Another con that the United States should evaluate is how violent women are given leniency in domestic violence cases. Engrained in the minds of the American people, women are still considered the weakest and fragile sex. For some people and feminists, domestic violence is only committed by men and women are always the victims. Additionally, it has been taught daily by the media and groups that men have the right to control women, which enforces the concept of women in an everlasting state of victimhood (Hines, Brown and Dunning, 63). Several studies and researches are able to challenge this mindset, for instance, the comparison study of arrested men and women done by Straus. Straus used the National Family Violence Survey (NFVS) on a sample
