The safety of children should be one of the main goals throughout the world. Foster care is something that can help children's safety. It helps children for many different reasons, but for the same purpose. It was not till the 1800s, people started to do something about the children who were unsafe. It was started when the children were told to work in the fields and in the house with their parents instead of getting an education. The children were not happy with this so they set off to New York City. When they reached New York, they were taken by families that were going to help and not force them to work at such a young age. Thoburn (2016) explains a lot of evidence that she received throughout the world to get a better perspective on foster care. It is mentioned that there is always room to improve and everyone still is learning and trying to return that information. Do not believe that what worked in one country will work in all countries. Each country is different and has different methods to make foster care safe and a reliable place. Thoburn (2016) also states that the “success” rate in each family will also differ. Children may be in foster care for a longer time than other children. There is not a time where it is right nor wrong if they are in there for longer. Throughout the countries visited, placing a child in foster care when they need to be safe, it is the best possible outcome for them. The government is questioning this due to a number of children placed in the care. Overall, if children do not need to be placed in foster care because they have a secure place with a family they are to stay with the family. Foster care is a place to help children without the secure family to have a place to stay and be safe. The purpose of this source is to show how in California they have received costs to allow people up to the age of twenty-one to stay in the foster care system. Extending the age to twenty-one can be in any state, but they are not required to do so. The researchers got thoughts from others presented in three different groups: “(1)transition-age youth, (2) child welfare workers, and (3) government program data.” (Napolitano et al., 2015) From all these groups they have come to the conclusion that caseworkers almost half of the time do not have the same children for over one year. Thirty percent of children have been on a caseworkers case for over two years. This wide range is due to the age of the children. The younger children were then asked a question about staying in the system. Two-thirds of the children showed they wanted to stay in the foster care system after they reached the age of eighteen. This information is presented that foster care at times does not develop PTSD. Foster care is a place that allows children to be safe and the children have very good attitudes toward staying. The foster care system exists in order to enhance the lives of children whose parents were deceased rather than because of abuse today. Our outlook, principles, and ways of being concern for and protecting abused or neglected children and looking after families has shifted greatly throughout history. In this paper I will discuss and inform the readers on the three main components. The first part will discuss the foundation and growth of the foster care system as time pass. Secondly, describe the contemporary state of the system within the United States, including pertinent statistics. Lastly, considering future guidelines intended for the system, including ways in which the system can progress throughout the time.
Benefits of the foster care system include: keeping children out of abusive homes; providing stability; and cultivating secure attachments. In general, proponents of the foster care system believe it plays an essential role in providing a safe and stable environment for maltreated, neglected, and abused children (Lockwood, Friedman, & Christian, 2015). In fact, “advocates suggest that family situations that necessitate the use of the foster care system are often very complex and therefore require patience and time. They emphasize that the temporary nature of foster care is the best solution while state agencies work to achieve family reunification or otherwise resolve the family crisis” (Geraldine & Wagner, para 4, 2015).
Each year, an estimated 20,000 young people "age out" of the U.S. foster care system. Many are only 18 years old and still need support and services (. Several studies show that without a lifelong connection to a caring adult, this older youth are often left vulnerable to a host of adverse situations. Compared to other youth in the United States, kids who age out of foster care are more likely to not have completed high school or received a GED, they often suffer from mental health problems, many are unemployed and live in poverty, and nearly 40% become homeless.
The author, Nina Biehal, tells of the treatment in foster care and the need for correction in her article, "Maltreatment in Foster Care: A review of the evidence." The author gives many facts about how the government needs to change the level of care provided for the children. This article is more of a constant reminder of how much still needs to change and the level of care offered to children of abuse today. Unlike the article by authors Kristen Turney and Christopher Wilderman, which bases their article on the number of children in foster care receiving mental health care, Biehal gives evidence to support the problems that result from being in foster care. My essay can use this article to paint a picture of the number of children in detrimental conditions and how foster care developed problems with their system to support my argument.

From existing research it is proven that children have mental, physical and development issues from growing up in foster homes. These young adolescents and children do not have the proper care in fostering homes as they would in an "all average American home". These kids are open to new traumatizing experiences not usually seen if one had a stable home, and these events causes permanent damage to one 's health state. Also with the simple fact that there are hundreds of children per foster home, all with different needs, still needing the basic necessities to thrive as a human without getting the proper funding calls for malnutrition children. According to the U.S. Department of Health and Human Services, every year close to 25,000 youth age out of the foster care system and are faced with cold hard realities of adulthood. This does not include the youth who leave the system, which is estimated to be another 30,000. Most adolescents anticipate their eighteenth birthday, as it brings on a new found sense of independence and most importantly a time of celebration. However when foster children reach eighteen, they begin facing the challenges of transitioning to adulthood. These children disproportionately join the ranks of the homeless, incarcerated, and unemployed. These youth are unprepared for the independent life they are forced to take on. The average age that young adults who have never experienced foster care leave their family home for good is 24, and 40% return home again at least once afterwards (Margolin, 2008). With these facts being stated, we yet expect youth who has dealt with rejection after rejection to leave “home” of the state custody permanently and fin for themselves. These youth sometimes have fewer than $250 in cash, only one-third have drivers licenses, and fewer than one-quarter have the basic tools to set up a household, let alone the skills to know what to do with the tools (Krinsky, 2010). As of 2016 there were nearly a half million children in the foster care system, with roughly 25,000 “aging-out” each year (Ahmann, 2017). Most adolescents “age out” of the system with no one to mentor or serve as a caring parent figure. Foster youth are in dire need of long-term adult role models to guide them to achieve success. According to Ahmann, 50% of foster youth left “the system” without a high-school degree, as well as with having higher rates of PTSD, and depression (p. 43). Ahmann presented that research has proven teenagers, in general, that have quality relationships from adults able to provide support, do better than those that do not. If research has shown efficacy in supportive adult figures in a teen’s life then one can conclude that foster youth would also benefit. Foster children are at a disadvantage a soon as they enter “the system” so giving them resources proven positive is vital to their future success.

There are so may effects on the child that last their entire lifetime, making it difficult for them to trust others. Not being able to trust their peers, they often find it hard to make friends and long-term relationships last. Fortunately, there are many results that can improve everyone’s position in placing the child. Foster care agencies repeatedly create destructive situations due to the selected caregiver, as well as the plethora of glitches that are created. Due to the unacceptable and inappropriate selection of foster parents, the child frequently experiences difficulties and disadvantages later on. Most children are placed into foster care because of mistreatment and experience the same treatment in their foster homes. Unfortunately, a lot of times the foster parent will take their anger out on their foster child, making a wide array of short-term and long-term complications for the child.

Without guidance, it is more than likely for a teenager to turn to selling drugs, prostitution, or other criminal activities to provide for their basic necessities. Research has shown that those who leave foster care without any stability, have a higher probability to face prison time, homelessness, and are not able to maintain a financially stable lifestyle when he or she grows out of the system. One of the greatest challenges for child welfare workers for years has been how to serve the unique needs of the older youth in foster care and of those who have “aged out” of foster care. The term “aging out” refers to youth that are forced to exit foster care at the age of 18 because they have reached age- defined adulthood (NASW Press, 2015). The Fostering Connections to Success and Increasing Adoptions Act of 2008 attempts to meet those needs by providing states with the option to support youth who are transitioning from foster care to adulthood. The Fostering Connections to Success and Increasing Adoptions Act of 2008 is a child welfare bill that was designed to achieve greater permanence and improve the well-being of children served by child welfare agencies (Stoltzfus, 2008).
Helping these vulnerable children access the services, interaction, and the stability needed for them to grow-up to being successful members of society can be provided with foster placement.
