In August 2005, Hurricane Katrina devastated New Orleans, Louisiana and the Gulf Coast. The results were catastrophic. Katrina and storm-related flooding took more than 1,800 lives and caused an estimated $81 billion in damages. In the storm’s aftermath, there was widespread debate over government response to the disaster. I believe that the bulk of the responsibility lay with the state and local governments. They should have been better prepared ahead of time and had more comprehensive plans in place to minimize danger to citizens. The national government has traditionally only sent its military into a state at the request of that state’s governor. Hurricane Katrina was a devastating disaster that has affected many people in New Orleans. The communication broke down hours after Katrina because of the unexpected fast winds and floods that broke down “3 million phone lines and 1,000 cellular towers in Louisiana, Mississippi and Alabama.”( Joch ). Because of the millions of phone lines that were broken down, contacting the government for help was difficult hours after hurricane Katrina. Not only that, the people of New Orleans underestimated the power of Hurricane Katrina causing many to be “ stranded with no food or water” (Narrator, “The Storm”,PBS).

First, Bush had created the Gulf Opportunity Zone- a government enterprise that he said would provide help on taxes, housing, education, and training for the victims of the hurricane. Secondly, Bush noted the he would ask Congress to pass the Urban Homesteading act to provide building sites on federal land through a lottery to low-income citizens, free of charge ( pg, 250). Lastly, a $10.5 billion given to FEMA for recovery efforts including shelter, food, and medical care. However, reconstruction and resettlement would cost around two to three times. (pg, 250). It had a stunning “death toll of 1300 people and damage over $100 billion ”( Davlasheridze 94 ). In the aftermath of Hurricane Katrina, fires broke out, corpses were in streets, looting was taking place around the city, floor waters became toxic with sewage and gas. New Orleans took precautions to keep the city safe in the event of a future hurricane. The new buildings reconstructed after the destruction of the hurricane were built to be flood resistant (“After the Disaster”). Many of the new houses were being renovated to be higher off of the ground than previous homes in a like manner (“After the Disaster”). This was to prevent equivalent damage from flooding to occur in the future. Another effect of the levee problems that made Hurricane Katrina much worse was that the city installed more and stronger flood barriers to keep the city free of flood waters (“After the Disaster”). The Department of Health and Human Services sent multiple medical supplies to health professionals so they are prepared for the future as well (“Bush”). The city of New Orleans learned so much more about their city after the hurricane hit. They learned how close of a community they lived in. The amount of people that stepped in to help the city in its time of need was enormous. New Orleanian people received help from many organizations, including: The Social Security Administration, The Department of Labor, the Postal Service, and many others (“Bush”). In a like manner, the president at the time, George W. Bush, intervened and cared for the city of New Orleans when they needed it. He gave the city hope and motivation to get back onto its feet. Hurricane Katrina was a devastating hurricane that blew through New Orleans, on August 23, 2005. This is significant because 1,836 Americans died, and a whole city was destroyed. Multiples of groups helped with disaster. relief of this hurricane, some of which are Red Cross and the Salvation Army.

During the early hours of the morning on 29 August 2005 5:10am, a hurricane of 205km/h struck New Orleans. She was named Hurricane Katrina. Katrina stretched over 400 miles across and was one of the deadliest hurricanes in the United States, killing 1,836 people and millions of others were left homeless. $16.7 million dollars was spent trying to rebuild infrastructure alone. Hurricane Katrina struck a levee in New Orleans so aside from the damage caused by the hurricane, flooding was also a problem. New Orleans levee walls were designed for category 3 hurricanes, and were not prepared for Katrina's category 5 winds. USA and many other country's pulled together to help in any way.

The seriousness of Katrina's loss made it clear that local and state resources were overcome, leaving only federal services as capable responders (DW, 2009). There were problems with evacuation and housing. The quantity of individuals in need of shelter was overpowering. Due to the flooding, thousands of Louisiana citizens were made homeless (DW, 2009). There were concerns of mismanagement. There are ongoing fears over the mismanagement and lack of leadership in the assistance hard work in response to the storm and its outcome, and the hindered response to the flooding of New Orleans, and the following state of disorder (DW, 2009). In a time of crisis, the government response to the situation at hand was poor and inefficient. There were numerous flaws and errors in the relief plan proposed to the government which in turn led to delayed relief to victims in need. The immediate response phase after Katrina lasted roughly 12 days. During this time, “victims were evacuated, rescued, sheltered, and received medical care from first responders, charities and other non-governmental organizations, and private citizens”(McNeill, 2011). The fact that the U.S. government organizations were not the first responders to the disaster is shameful for our country.

Many of the people acted bravely to save people involved with Hurricane Katrina. For example, the coast guard himself rescued 34,000 people alone. Citizens who have not been affected by the storm afford food, shelter, and did whatever they could to help. No one really knew how bad the conditions were.”With damages of more than $100 billion, this “man-made catastrophe,” as President Barack Obama labelled it in 2010, profoundly changed Louisiana's social fabric.”(Time) No one knew how many people were stranded or missing, and no one knew how many homes or businesses were destroyed. “Katrina had left in her wake what one reporter called a “total disaster zone” where people were “getting absolutely desperate.”(History). Hurricane Katrina killed over 2,000 people and damaged more than 90,000 square miles of the United States.”Today, after years of recovery and rebuilding efforts, people along the Gulf Coast have made great strides in returning to life as usual even as they continue to rebuild.” (History).

Resulting in a total of just over 1700 people killed, and hundreds of thousands missing. When we think of Hurricane Katrina stories, we think of stories that were published by the media such as, “Packing 145-mile-an-hour winds as it made landfall, the category 3 storm left more than a million people in three states without power and submerged highways even hundreds of miles from its center. The hurricane's storm surge a 29-foot wall of water pushed ashore when the hurricane struck the Gulf Coast was the highest ever measured in the United States.

Before we discuss disaster management, it is important to briefly sum up the events of the events that began on August 25, 2005 to fully understand the brevity of the situation. Meteorologists began warning inhabitants of the regions that were hit by Katrina on August 23, 2005. By the 28th, evacuations were under way, that day, the National Weather Service predicted that after the storm hit, “most of the [Gulf Coast] area will be uninhabitable for weeks…perhaps longer.” (Spowart, 2015) New Orleans was particularly vulnerable. More than half of the city was built below sea level, and the levees protecting it were built on porous sand. The poorest parts of the city were completely unprepared for a storm surge.
