After twenty days, the administration cut FEMA’s funding for the Pam exercise before it was even completed. Therefore, planning for the response to Hurricane Pam was not completed, causing many difficulties during the actual hurricane in 2005. In addition to Hurricane Pam, Project Impact was set forth to reduce the impact of natural disasters was also cut from its budget, causing difficulties to respond to Hurricane Katrina. Projects that are being cut from funding are affecting how responders and the federal government prepare for a natural disaster.

Many Americans watching the Government response to Hurricanes Rita and Katrina as it play out in the media could not believe the finger pointing that was going on between our elected leaders as many victims struggled to get their life in order. With the National Response Framework initial responsibility remains with the local elected officials and each level of the government above that will monitor and remain ready with assistance if requested. This will allow needed resources to get where they are needed without the internal bickering of the past. The Emergency Support Function Annexes within the National Response Framework ensures multi-agency interoperability and encompasses the other components of the NRF.

The failure of these agencies rests on the shoulders of those chosen to head the agency. These directors, appointed by then president George W. Bush, were not capable of leading large government agencies through a
Guelas 1Armina GuelasAnthony PratoURST 241.100111 March 2018Midterm Assignment: Hurricane KatrinaThereis not much of an argument to be made against the idea that Hurricane Katrina was a complete political disaster in terms of intergovernmental relations; there is no hiding that no one was ready to handle the storm or its aftermathby way of everyone’s general lack of response. The federal, state, and local governments are all to be blamed for the political fallout of Katrina. Itis difficult to point a finger at any single government, person, or organization when almost all of them were at fault in some way. Everyone was waiting for someone else to take action, and when no one did, they (all of the agencies, governments, and people)

As I watch information about TS Erika, I am reminded about ten years ago when Mississippi was bracing for Hurricane Katrina, an event that changed so many things for many Mississippians. I am also reminded of all the efforts of our public health professionals as many left their families for days, weeks and months to assist in the response and recovery from this storm. I am thankful for ALL their efforts! In addition, I am reminded of the Mississippians who lost their lives in this storm, those that were injured and those impacted by the destruction. With increased planning, training, exercises, and partnerships the public health and medical response is much more robust today than during Katrina. Thanks to everyone who helps prepare our
