The September 9, 2001 event not only changed how law enforcement operates but the country as a whole as well. The establishment of Operational Security (OPSEC) was one of the driving factors in order to mitigate another event such as 9/11 from happening again. OPSEC is a process to deny potential information to unauthorized people (Baker, 2005). The potential information may be about capabilities and/or intentions such as hints or evidence of the planning and execution of sensitive activities (U.S. Department of Commerce). An OPSEC program is implemented at all levels of Federal agencies as well as private sectors. A law enforcement narcotics strike force unit is responsible with investigation of major drug trafficking operations within its jurisdiction. Its main goal of a narcotics strike force unit is to disrupt/dismantle drug trafficking activities and or money laundering organizations (Chester County Pennsylvania). The Patriot Act comprises of communication tools against terrorism such as information sharing across law enforcement agencies in the United States, and new investigative tools used to find and prevent terrorism. These tools provided in this act aid to national security by finding, and terminating terrorists and terrorism conspiracies. Information sharing between Federal agencies, and state and local agencies allows state and local law enforcement to understand what terrorism entails and how to prevent and look for terrorism acts in their communities. In the same sense intelligence officers can discuss anti-terrorism efforts with federal law enforcement. They can now improve the way they coordinate how to prevent terrorism and how to appropriately stop a known plot.

According to a white paper conducted by the Intelligence Committee of the Armed Forces Communications and Electronics Association (AFCEA), both law enforcement and intelligence organizations recognize the need to collaborate, share, and exchange information. However, the events leading up to 9/11 document how the legal and artificial boundaries between them created a serious impediment to protecting the country. First this paper will discuss some of the reasoning and initiatives behind the development of information sharing between the Intelligence Community (IC) and law enforcement agencies; and this paper will also discuss the similarities and difference between Title 50 United States Code (U.S.C.) intelligence activities to law enforcement information gathering/sharing. The purpose of OPSEC is to reduce the vulnerability of US forces from adversary exploitation of critical information or indicators. The process is a systematic method used to identify, control, and protect critical information and subsequently analyze friendly actions associated with military operations. This includes analyzing the enemy collection means, or sensors, which can observe friendly activities and forward on to senior leadership. In 2004, Antoine Jones, an owner and operator of a Washington D.C. night club, became the target of the FBI and Metropolitan Police Department in an investigation involving the trafficking of narcotics. Many investigative techniques were employed by the investigators which included visual surveillance of the night club, installation of a camera focused on the front door of the club, and a pen register and wiretap on Jones’s cellular phone. In 2005, with help from these techniques, enough information was acquired for the government to apply to the United States District Court for the District of Columbia for a warrant. The warrant authorized the use of an electronic tracking device on Jones’s Jeep Grand Cherokee, which was registered in his wife’s name. The warrant was issued and authorized installation of the device in the District of Columbia and within 10 days. Officers decided on the 11th day to install the GPS underneath of his vehicle while it was in a public parking lot in Maryland. This device tracked Jones’s vehicles every move 24 hours a day for 28 days.
