There are a number of methods of collecting data, some of them are – questionnaire, surveys, checklists, interviews, observations, focus group etc (Cordray, 1986; Einhorn and Hogarth, 1986). Once the data has been collected, it needs to be used effectively for efficient results. This is where program planning comes in. According to Trochim and Linton (1986), there is a need for concept mapping for planning and evaluation processes. A number of steps are involved in concept planning, such as – * Identifying the most critical need of the clientele * Accessing our ability to satisfy that need * Planning and delivering program to address that need * Evaluating the outcome of the process Program planning is the implementation of evaluation process. It is the groundwork where priorities are decided and the results are analyzed on a measurable scale. In the present scenario, PEACE will use findings from the government data collection project (Secondary data collection technique) to inform the development of family and domestic violence strategic planning, and to benchmark the impact of initiatives to violence and trauma in Portland. This will also include data by conducting comprehensive surveys across the community, and studying police reports on the related cases (Primary data collection technique) to know the reasons and impact of violence. When an organization starts to make decision about the programs it will offer they have to start thinking about the processes and outcomes they want to use and achieve through their program. They need to find the best ways to run their program that follows their mission and produces outcomes that help support that same mission. Process and outcome evaluations in a human service setting help the organization to better understand the outcomes of their programs and the processes in which the outcomes came. Domestic Violence Shelter and Services, Inc. (DVSS) is a nonprofit agency located in Wilmington North Carolina. DVSS provide support services, shelter, public education, and prevention services to citizens of New Hanover County. The agency has two locations, the Open Gate located at 2901 Market Street, and a women and children’s shelter located in an undisclosed location. DVSS operates three for profit resale stores. Vintage Values stores are located at 413 South College Road #9, 5226 South College Road #10, and 609 Castle Street. All proceeds support the operation of the shelter and its programs (M. Lama, personal communication, November 8, 2013).
Within the field of human services there are so many details that cannot be overlooked, there are many variables that should not be ignored. There are also expectations from stakeholders that most definitely must be entertained by all participants and staff that are involved with the program. Typically all human service programs depend on a source or sources of funding to provide services to countless individuals within a community. So many variables are present and necessary to ensure that the program will be able to function correctly and efficiently. The stakeholders are a major contributor as well as a part on how the program will proceed. Stakeholders are not just groups; they can be a person, staff member, group, community or an organization that has impact on the operations of an agency or a human resources program. During an evaluation process they can be involved to examine the data collected. Then this can in turn assist the stakeholder to come up with ideas, this would then influence board members as to how the agency or the program should change to ensure that it will reach its objectives and goals as well as to follow its mission. According to the Role of Police in Combating Domestic Violence in the United States (Butzer, Bronfman, Stipack, 1996), the Domestic Violence Reduction Unit (DCRU) introduced in 1993 in Portland Oregon, as a three-year experiment, representing a new way for police departments of doing work. Prior to the experiment, officers process where very superficial, addressing only the actions demonstrated at the time. As a result, officers are now prepared to handle domestic abuse calls. Furthermore, follow-up occurs the next day to provide support for the victim.
A program evaluation offers a way to determine if adjustments are needed to improve upon the project in order for it to remain successful. Furthermore, the project evaluation team will analyze and measure each component of the outcome, input, and process in order to clarify the program’s objectives and goals. Thus creating a framework of evaluation methods and questions in addition to setting up a timeline for the evaluation activities will assist in the evaluation (CDC, 2011; HRSA, n.d.; McGonigle & Mastrian, 2015). The goal of outcome measures is to describe the overall performance of the process; therefore, outcome measurement will determine the program cost-effectiveness, attribution, and efficiency (CDC, 2012; HRSA, n.d.; McGonigle & Mastrian, 2015). This includes emotional, economic, sexual and physical abuse. It is based on the belief that everyone has the right to feel safe and empowered without violence or the fear of violence. While researching what effective programs for children, youth, and families look like I came across several interesting concepts. Many of the program's main goal was to empower their participants and make sure that they came out of the program with more knowledge. There were also programs that wanted to teach their participants about safety as well as how to improve their attitudes. There seems to be such a variety in programs but from what I could tell each program really wanted to improve the lives of children and families. All the programs that I looked at had a goal of providing people with helpful information that could further improve their lives.
