Throughout recent history, two main schools of thought have been formed based on the distribution of wealth and the involvement of the state in “private” affairs. One side taking a more conservative approach by not wanting the state 's involvement in their financial status and reducing regulations on their private enterprises. The other side calls for more regulation on business even going as far as making the state directly involved and the equal distribution of wealth. Regarding which side is correct is widely up for debate.

“For example, the federal government regulates the quality of food and water, the safety of workplaces and airspaces, and the integrity of the banking and finance system.” (Bianco, Canon 2011, p 582) Regulations find out if the product is a market failure. There are two types of regulations, which are economic and social. “Economic regulations sets prices or conditions on entry of firms into an industry, where as social regulation address issues of quality and safety.” (Bianco, Canon 2011, p 582) Economic regulations are concerned with the price regulation of monopolies.

Though the regulations on big businesses had a positive effect on the United states, it seems as if there are not enough. Within large corporations that are ran not completely, but partially by the government, there was a huge gap created that separated the rich and the poor. In the 19th century, during the Industrial Revolution, the structure of the United States economy was transformed. Rapid advancements in technology were made, causing factory owners to gain wealth and prestige. These advancements had a negative effect on the poor because it did not fit their daily spendings or budgets. The scope of this paper is to break down and define social regulation, industrial regulation, and natural monopolies by explaining how they have impacted society and why they exist. It is also the intent to summarize the Antitrust Laws, explain the major functions of the five primary federal regulatory commissions that govern social regulation, and identify three main regulatory commissions of industrial regulation.

The author of the article, Over-regulated America, displays the burden over-regulation can have on a country’s free-market economy. For example, one of the downfalls of over regulation is these new rules, or laws, are too complex. With complexity, comes high costs and deception, as mentioned earlier. The “Sarbanes-Oxley law made it so difficult to list shares on an American stock market that firms increasingly look elsewhere” and these regulations, in general, added a “cost of $10,585 per employee” (The Economist). As a result, this took away from a corporation’s right to gain financial support from investors, as well as causing unemployment due to the high per-employee costs of the act. I agree with this in the sense that regulation laws must have a greater simplicity to them so that they can be understood by a majority, while still allowing the perks of a free-market economy to run their course. Additionally, if a law is too complex, this can lead to deception if it can only be comprehended by a handful of individuals, when the law may affect everyone within the economy. It is very vital to implement rules, regulations and guidelines that are necessary so that individuals and organizations remain in compliance with the law. These set of polices help protect an organization from possible legal action or being penalized. It also, allows everyone to understand what is expected of them within any nature of business. Without guidelines and policies set forth by the government more than likely it would result in a breakdown in social structure, and it would result in unjust circumstances. First of all, every economic sector that was subject to economic regulation before 1975, has undergone significant changes in the nature and extent of regulation. These changes had profound effects on the structure of industries, price levels, costs and productivity. The industries in which changes occurred in economic regulations are the carriers, heavy transport, public transport, railways, telecommunications, production and transportation of natural gas, cable television, banking and financial services , electricity and property insurance and liability. These industries vary in structure, behavior, nature of regulation, and distribution of responsibilities between federal and state regulatory authorities. There are also wide variations in the major reasons, causes, and consequences of regulatory changes in these industries.

So from buyers to sellers; from employee to employer; tenants to landlords, and so on. Regulations is also implemented to alleviate human suffering and promote overall welfare. For instance, aid in the form of Social Security and to Veterans, natural disaster relief, regulation of pollution and toxins, as well as temporary assistance for the unemployed. Last, and most importantly regulation is implemented to minimize and eliminate corruption and abuse of power by government agencies or officials. The Help is a 2011 movie based on the book that was published in 2009. The entire movie is set in the early 1960s during the civil rights era. This movie looks into the lives of African American maids during this time period, seeing what they experienced and endured on a day to day basis. Due to the movie being set in the 1960s , The Help bares multiple social problems that can be found today. The most profound social problem depicted throughout the movie is racism.
