According to statistical data found in the Bureau for Justice Records, there are a number of problems that most prisons in the country face. The records indicate that the number of adult federal and state inmates increased from `139% in `1980 to 260% (Walker, 1999). As a natural default, the United States of America has the highest incarceration rate in the world. This in itself brings about one of the major problems that are faced in modern incarceration which is overcrowding in most prison facilities. The number of offenders in the country has increased rapidly over time while the country prison system has not really been able to cope with this rapid increase. Prisons intended for one or two inmates are now crowded with more than fifty individuals. Because of this most prisons are overcrowded and most of the facilities available are unable to cater for the needs of all the prisoners (Siegel, 2009).

In the United States there are four main goals when it comes to punishment which are retribution, deterrence, incapacitation, and rehabilitation (DeJong, 2016, p. 288). The main goals for these punishments are to maintain order over society and to prevent recidivism (DeJong, 2016, p. 288). This ties into the Ecology perspective. By maintaining order over society and preventing recidivism, it ties into all of the issues regarding the Ecology perspective which requires for each issue to address the individual, family, community and society. Maintaining order over society and preventing recidivism strives toward making a safer environment for the individual, family, community and society. There is no universal agreement for making the severity of punishment just or fair (DeJong, 2016, p. 288). When it comes to retribution the person who is getting punished deserves the punishment (DeJong, 2016, p. 289). Retribution refers to when an individual commits a certain crime then that person must receive a punishment proportionate to that crime or suffering that they may have caused towards the victim (DeJong, 2016, p. 289). Regarding deterrence there are two types, general deterrence and specific deterrence (DeJong, 2016, p. 289). General deterrence focuses on the society in general and wants to scare everyone away from committing crimes (DeJong, 2016, p. 289). Society has long since operated on a system of reward and punishment. That is, when good deeds are done or a person behaves in a desired way they SP are rewarded, or conversely punished when behaviour does not meet the societal norms. Those who defy these norms and commit crime are often punished by organized governmental justice systems through the use of penitentiaries, where prisoners carry out their sentences. The main goals of sentencing include deterrence, safety of the public, retribution, rehabilitation, punishment and respect for the law (Government of Canada, 2013). As of 2015, 2.7% of adults in the United States were under correctional control, the lowest rate since 1994, however that is still roughly 6.7 million adults (Kaeble & Glaze, 2016). While the correctional population has declined, correctional facilities in the United States are still grossly overcrowded, with many facilities at or surpassing capacity. A report in 2010 by the California Department of Corrections and Rehabilitation showed that on average, facilities were at 175% capacity (Brown, 2010). However, as of midnight on October 31st, 2017 the California Department of Corrections and Rehabilitation reported that their facilities, on average, were 132% occupied (Brown, 2017). Not only is prison overcrowding a burden on the facilities themselves, but also on the inmates. Prison overcrowding, that is, housing more inmates than the facility can humanely facilitate (Haney, 2006), places a strain on all resources throughout the correctional facility, including on the healthcare that’s offered, educational programs, and most dramatically on the physical space available to house inmates (Ekland-Olson, 1983).

In any given year now, incarceration rates has tripled with approximately 13 million people introduced to American jails in any given year. This increase in the prison population far outpaced the crime rate and the US population growth. Today, America has around 5% of the world’s population but a quarter of the world’s prison population.

Today we see five prevalent goals of corrections including retribution, incapacitation, deterrence, rehabilitation and restorative justice. Goals employed in corrections change over time depending on several factors including the trends of thought in society and issues within the prison system. Politics as well as prison overcrowding also factor into determining which goal dominates. Retribution has a long-standing history as the most culturally accepted goal because people fended for themselves prior to organized law enforcement (Bartollas, 2002, p. 71). Incapacitation, the dominant goal currently, eliminates the threat by placing the criminal outside society, typically through incarceration, and preventing the criminal from having the ability to commit additional crimes. Deterrence, like retribution, has continued as a goal throughout history. In an effort to reduce the risk of crime, law enforcement attempt to deter criminals from committing crimes. Rehabilitation gained enormous strength with an attempt at moral redemption of the offender. Reformists believed corrections needed a makeover as they worked towards rehabilitation. Rehabilitation places more focus on the individual rather than the act in an attempt to rehabilitate the person. America did not begin to look at the corrections system more substantially until the 1970s as the idea of rehabilitation fell (Bartollas, 2002, p. 75). America has a major problem with overcrowding in its prisons, and action needs to be taken. Since 1970, the inmate population in the United States has increased over 700%, far greater than the general population as a whole. This has led to declining quality of life within the prison system including 8th Amendment violations and it represents a needless drain on state finances. There is simply no value in keeping non-violent convicts in the prison system, sometimes for years. The costs are high, and there is very little benefit to America. The justice system needs to be overhauled to relieve the massive crowding in US prisons.

The proliferation of prison overcrowding has been a rising concern for the U.S. The growing prison population poses considerable health and safety risks to prison staffs and employees, as well as to inmates themselves. The risks will continue to increase if no immediate actions are taken. In the 1970s and 1980s, a massive amount of inmates began fillin up the United States prison systems. This huge rate of growth in this short amount of time, has greatly contributed to the prison overcrowding that the United States faces today. In fact, the prisons are still filled to the seams. As the amount of nonviolent drug offenders increases, so does the amount of prisoners in jail. With only 5 percent of the world’s population, the United States has 25 percent of the world’s total prison population. Between 1980 and 2013, the amount of people in federal prison for drug offenses has increased from 4,749 to 100,026, and the total federal prison population as increased almost 790 percent. To manage the sharp increase in the inmate population in recent years, the bureau that manages the federal prisons has resorted to putting two or three bunks in a cell, and converting recreational spaces into sleeping quarters. As the prisons become increasingly overcrowded, it hinders correction officers’ ability to do there job and ensure that inmates are kept nonviolent and facilities are in safe conditions. Without the proper supervision of law enforcement, prisons become extremely dangerous for both inmates and officers. And as the number of inmates rises, so does the cost to house all of them. According to the National Institute of Justice, the cost of building a prison ranges from $60,000 to $75,000 per inmate, with the average prison’s operating cost being about $60 per day per inmate. With a prison system like ours, overcrowding of facilities has now become a financial burden, the question is for who has it became a burden for?

As we all know – there are tons of social issues within the entire world that Criminal Justice Practitioners deal with, most likely, on a daily basis. One of the many social issues I’ve chosen is Prison Overcrowding.

There were many scholars throughout history that take various accounts into their theoretical framework to explore, as well as explain the use of societal punishment. Was societal punishment the work of political enterprises? Or was the use of societal punishment widely implemented due to the economic drive associated within the criminal justice and penal system? There are a multitude of approaches that can be explored, however two researchers, Georg Rusche and Otto Kirchheimer set out to understand a different dynamic, the relationship between the labor market and incarceration (Garland, 1991).

In America’s tough economic society, over population has become an exceedingly hot topic issue. However, overcrowding in America’s prison system has been a severe problem since the 1970's. The majority of the changes have come from different policies on what demographic to imprison and for what reason. The perspective of locking up criminals because they are "evil" is what spawned this (Allen, 2008). Because of this perspective the prison system in America is in need of serious reorganization. Since 1980, most states have one or more of their prisons or the entire system under orders from the federal courts to maintain minimum constitutional standards (Stewart, 2006).
