Most individuals with a general background knowledge of the United States Federal Government system are aware that in order for a bill to become a law, it must first pass a majority vote in Congress. There is, however, a very important step in the legislative process that sometimes goes unnoticed. The committee system of the legislation process ensures that the appropriate attention is given to each bill introduced to Congress. Each member of both chambers are assigned to committees and subcommittees, and are expected to become subject matter experts in their respective roles as committee members.

When a president is sworn into office, he or she takes on a multitude of titles. One of the many titles the president is issued is the role of Chief in Legislator. This means that the president plays a crucial part in the legislative process or lawmaking. This title holds much authority in the eyes of Americans (Hoffman & Howard, 1317). Though this title does not give the president absolute authority, it does grant him or her strong jurisdiction in the legislature. Throughout history, there have been many factors that seem to have influenced the operations of Congress. Some of these factors have been the committee system, seniority, and political parties. These are only a few of the factors that actually have an influence on Congress’s decisions of certain operations.

The primary vehicle for term limits in Congress is H.J.Res. 14, which would amend the Constitution to limit House members to three terms and U.S. senators to two terms. Yet only a handful of members have joined the joint resolution’s author, Representative Matt Salmon, R-Arizona, in co-sponsoring

and congress have in our democracy. The people elect members of the House while members off the senate are chosen by state legislators and how members are the house serve a term of two years while members of the senate have a term of 6 years. How congress have the power to rise and regulate the army and the navy, and declare war while the power of the senate can only ratified treaties, accept or reject presidential nominations. The congress and the house of representatives are significant in our democracy and how they continue to play a significant role in our democracy.

The first difficulty is the fact that Congressmen want to be reelected into office. For them to do this they often focus solely on promoting local interests instead of the national interests. The inter workings of Congress have been studied extensively by Richard Fenno and David R. Mayhew. Mayhew’s study of Congress took place in Washington, while Richard Fenno conducted his research by following politicians within their congressional district. Mayhew attributes three primary goals to congressmen- getting reelected, achieving influence within Congress and making “good Policy”. Fenno also attributes three basic goals, having influence inside the House than other congressmen. Second, helping their constituents and thereby insuring their reelection, and lastly helping make good policy. The purpose of this paper is to research a member of Congress and to make a direct connection between his activity in Washington and his home district. The paper will answer whether the congressmen is a delegate or trustee. Are the actions a pursuit for reelection? Are the committee assignments a path for movement within the House or outside? What legislation has he/she sponsored or co-sponsored and does it directly reflect his/her districts political view. And finally, do major industries and interest groups within his/she district affect the way he/she votes.

The purpose of the legislative committee is to come up with a compromise when a bill is proposed to the Senate and House of Representatives. They decide if they go through with a bill or they don’t or if they need to make amendments to the bill and compromise with each other. There is a standing committee which is a permanent selection of people that has legislative jurisdiction they consider bills and issues then recommend any changes that they see need to be made. They have a responsibility to monitor agencies, programs and activities that are within their jurisdictions. In “Congressional Government”, Woodrow Wilson tries to explain the system of Congress and in it he thoroughly discusses the predominance of Congressional Committees in the legislative body. He argues that our legislature is more analogous to a conglomerate, not a homogenous body and that “we are ruled by a score and a half of ‘little legislatures’”(Wilson p. 323). In it, he argues that the solution to congressmen’s need for power is a decentralized congress with a committee system that allows members to gain considerable power in their small committees. “Each member wants to exercise power, to make the key policy decisions. … Given this widespread power motive, an obvious way to resolve the conflict is to disperse power”(Dodd p. 335). There is a House of Commons Select Committee for each department within Whitehall. These were set up to scrutinise government and hold them to account. The formation of these committees consist of a minimum of 11 members and look at three aspects of each department – Administration, Policies and Spending. With this established, we will be looking at the policy aspect of scrutiny and evaluate how much Select Committees influence the content of legislation.
