Lab #1 1. When members of the U.S. Congress enacted the HITECH Act, they set specific goals the act would accomplish. List and briefly explain these goals. The HITECH act was implemented by U.S congress in order to ensure meaningful adaptation of EHR technology and confirms the providers under Medicare and Medicaid will get payment through the incentives by acceptance of this technology. The main goals under the act are as follows: a. On the basis of current law all the health information about patient should be keep safely. This particular goal mainly focused on privacy of the individual. Invasion to privacy is strictly restricted and all the health information about the patient should be used with their consent only. Moreover every health system manager have aware about legal implications currently in practice to protect privacy. b. Make every effort to enhance the quality of care through a patient oriented approach and reduce bias as maximum as possible. Levels of Conceptual Interoperability Model in 2003 list downs six levels of interoperability clearly. Beginning with Level0 is also known as standalone system there is no interoperability at all. Next to that there exist level 1 interoperability characterized by provision for exchange of bytes and bits of data. The main feature of level 2 syntactic interoperability is that it allows a common data format but the meaning of data can’t be retrieved. Level 3 is so called semantic interoperability allows the mutual sharing and availability of data for interpretation. Level 4 described as pragmatic interoperability know the exact meaning of exchanged information. Level5 or dynamic interoperability can make changes in data as time passes.
