Of all the three materials, material C(insulator) will have the highest resistance. The gap between the valence band and conduction band is very large in an insulator. The electrons do not possess enough kinetic energy to move from the valence band to the conduction band. On applying an electric field across the insulator, no electrons gain enough energy to reach the conduction band. Hence no electricity is conducted and resistance is high.
Conclusion:
There is no conduction in an insulator, making resistance very high.
