It will cover a crowd between 19000 and 24000 fans would be typical, and this would realistic estimate. 20 would mean that a crowd of 21359 is absolutely unheard of. 200 provides some variability, and would be the next most reasonable. 20000 would mean that a crowd of 0 and 40000 would be typical. It does not make sense. Hence, 2000 fans are most likely the suitable standard deviation.
