Sustainable Development Conceptual Framework in Tourism Industry Context in Taiwan: Resource Based View

The concept grew out of dissatisfaction with entrenched policies of continuous economic growth and unequal distribution of benefits and costs ( Bramwell and Lane, 1993; Hardy, Beeton, and Pearson,2002). Similarly, sustainable development for tourism industry is found to be difficult to define( Swarbrooke,1999), The term could be defined as a form of tourism sustained over a period time(Butler,1999). Accordingly, tourism industry that meets the needs of today’s tourists without taking away from the future generations the resource necessary to fulfill their own needs. Thus, the controversy exists over a definition for sustainable tourism development.
The most widely quoted definition of sustainable development is the one provided by the Brundtland Report, the report says that “sustainable development is development that meets the needs of present without compromising the ability of future generations to meet their own needs,” ( World Commission on Environment and Development,1987,p.43). According to Wall(1997) and Hunter(1995), two important ingredients are included in this statement: human needs and environmental limitations. For the World Commission, the major objective of development is to satisfy human needs and aspirations for a better quality of life for all people. Due to the importance of tourism to the economy of Australia, it is essential that the stakeholders ensure sustainability in tourism, leisure and event management to promote the sector. Good tourism policies, efficient relationship between the sector and the local community as well as environment conservation policies should be enhanced to boost this vital sector. This report aims at highlighting the need for sustainability in tourism, leisure and event management the South Bank in Australia.
Making tourism more sustainable is not just about controlling and managing the negative impacts of the industry. Tourism is in a very special position to benefit local communities, economically and socially, and to raise awareness and support for conservation of the environment.
Sustainable tourism development merges environmental concerns with economic policy (Dresner, S. 2008: 69) and allows for tourism’s products in the form of intangible services or the natural environment, to be environmentally cautious through a responsible trade off between production and use of assets. Some influences apparent are environmental, social, and economical and it is further important to emphasize that one or a combination of the aspects, with market cooperation, creates a sustainable agenda. Travel services are increasingly seen as less of a luxury good and more as an everyday purchase (Page, 2003:3) due to marketing becoming more prominent which means organisations must complete vigorous promotion strategies for long-term viability. Marketing therefore has a highly important role, as Holloway (2004) explains marketing understands the needs and wants of customers, ‘to what can be sold, to whom, when, where and in what quantities’ (Holloway J.C. 2004:7). Holloway (2004) writes that successful organisations anticipate demand “recognising it, stimulating it and finally satisfying it” (Holloway, J.C. 2004: 7). Marketing is absolutely crucial within creating and maintaining a sustainable agenda in a variety of ways, moreover reference to consistency among stages of development, unique benefits produced from varied strategies, relevancy of market research, adapting to changing market demand and the positive outcome of identifying new markets.
Four different stakeholder groups have been identified for this study in sustainable tourism: the present tourists, the present host community, the future tourists, and the future host community. All of these groups have a legitimate interest in tourism development in their community because they can affect or be affected by the tourism business as a whole. The following literature is suggesting that how a tourist destination can be analyzed with the help of Butler's Tourism Life Cycle Model. Butler (1980) introduced the concept of the model which clarifies and extends earlier work by, for example, Cristaller (1963), Noronha (1976) and Stansfield (1978). In doing so, Butler clearly links the development cycle of tourism destinations to that of products in the product life cycle model. Sustainable tourism is a very important element today because it not only meets the needs of the present but also protecting and increasing opportunities of destinations for the future. Uganda (M. Semakula M. Kiwanuka, 2017) is a country located in east-central Africa, which has diverse ecosystems such as rainforest jungles, high volcanic mountains on the border or the Albert Nile River swamps. However, for many years Uganda has stagnated progress and development due to political problems, environmental degradation and the spread of AIDS epidemic. By the beginning of the 21st century, Uganda has taken new steps in political stability and gradually resolved its remaining problems and became Africa's fastest growing economy. This paper is going to discuss about the key issues and challenges in managing Uganda in term of two principles of sustainable development (responsibility and responsible citizenship) in context to sustainable host communities and collaborative partnerships.
This study brings out that sustainability has to be understood as the log-term viability of the tourism projects without any conflict with nature or local people while meeting the tourism sector goals. The competitive advantage clearly indicates the internal strength which others cannot emulate. It is the core strength or USP (unique selling proposition) of the tourism sector development in Telangana State.

Sustainable development refers to the development that meets the needs of the present without compromising with the demands of our future generations. The developed nations are taking stringent actions on sustainable development are promoting sustainability in all the areas. The use of fossil fuels and other resources that limited in nature is being reduced and alternative sources of energy are being introduced and are being promoted and practiced on a large scale. The government of many developed and developing nations are helping in attaining sustainability.
As stated by Pulido-Fernandez in 2012, there is a wide-range acknowledgement on the economic connection of tourism (economic regeneration throughout multiplier, enhancement of balance of payments, employment generation, poverty reduction and etc.), that led on many occasions to overemphasize its purpose as an instrument of economic development. Tourism is often described as an action in the direction of incrementing economic assimilation by decreasing natural and human barriers to trade-off and propagates in international capital and labor flows. The profitable activities and the standard living of the populations can be enhanced by sustainable tourism (Sama, 2011).
Retention of Visitor spending: The key to achieving economic sustainability for tourism in (i.e. California and Giants Causeway) is maximising the economic retention of tourist spending in your local economy. The sustainable tourism businesses need to develop strategies that are capable of meeting the long-term economic needs and aspirations of the local community. If the communities are engaged by tourism organisations as stakeholders in tourism, and economic partners in the tourism industry, this will actively support local tourism businesses. Planning and development are both extremely important factors within the tourism industry and can have both positive and negative effects on the environment, local communities and tourist destinations. “Destination planning aims to limit the negative impacts of cultural tourism upon the history and lifestyles of the local community. An understanding of sustainable tourist development allows for the development of culture without loss of its authentic identity” (Maidment. T. 2012). This statement discusses the importance of planning to avoid having any negative impacts on environments and communities. Because the effects of tourism are so severe to destinations, many natural and cultural resources have been destroyed, therefore tourism planning is vital to preserve and maintain these places for future generations.
